She brings a broad understanding of technical issues across diverse disciplines, particularly ecology and water management, and has deep experience navigating complex legislative and policy frameworks, governance structures and funding mechanisms.
Her work with Cobalt59 spans evaluation and audit of major water and environmental programs, including the Water for the Environment Evaluation for the NSW Department of Climate Change, Energy, the Environment and Water. She combines technical environmental expertise with structured evaluation approaches to help clients assess program effectiveness and strengthen evidence-based decision-making.

Beth was a key team member in the evaluation of environmental water programs for the Commonwealth Department of Climate Change, Energy, the Environment and Water from 2019 to 2024. This work assessed how effectively environmental water is being managed and delivered to support ecological outcomes across 10 major river systems in the Murray Darling Basin, and two other river systems in the Snowy Montane, and Hunter.
Beth has been the team leader across three successive Sydney Drinking Water Catchment Audit cycles from 2013 to 2022, helping assess the effectiveness of land and water management measures designed to protect catchment health and drinking water quality for Sydney. This long-term involvement gives her deep insight into how catchment programs perform over time and where improvements can be targeted.
Beth was a key expert with ACIL Allen for the NSW DCCEEW in examining barriers to private investment in nature repair, climate adaptation and mitigation, and heritage, including development of an investment framework for biodiversity protection and restoration.
